It appears to work
It is a lot harder to put together than it needs to be. It comes with screws that require a specific socket to work, the little 1 that comes with it is worthless. Thankfully I had a complete socket set. There doesn't appear to be any reason these specific screws must be used.
I went to the Post Caddy web site & watched the video, I'm glad I did, the printed instructions were not complete.
What is not clear is that you must provide the flag poll or flower pot bracket.

This post caddy looks great on my white vinyl posts! It was a little tricky to assemble, probably due to its "different" shape. The screws that come with the hanging planter bracket that I bought are too long for the thickness of the Post Caddy face plate. I will have to substitute shorter ones. I found after attaching it to the post, I could tilt the unit back, and slide it up and down until I got it at the exact spot where I wanted it. I bought a hanging basket, filled it with 3 petunia plants, hung it from the post caddy and voila! a pretty addition to my deck! Remember to attach your planter bracket or flag pole holder to face plate BEFORE assembling the post caddy. I like this item so much, I am ready to order another.
